The Behavioural Standards Panel can only deal with specific complaints about elected members in South Australia’s local government system as defined by the Local Government Act 1999.

Council members and staff behaviour
Councils are primarily accountable for the behaviour of their members and staff.

State or local government
The South Australian Ombudsman is an independent officer who handles complaints about government including:
- state government, its departments and state authorities
- local councils and their elected members (i.e. in relation to integrity, rather than behavioural, breaches by elected members)
- breaches of the service standards and other administrative acts of Return to Work corporation and self-insured agencies.
The Ombudsman also receives complaints and reports about misconduct and maladministration by public officers and public authorities.
Corruption, misconduct and maladministration
The Office for Public Integrity receives complaints and reports about corruption, misconduct and maladministration in South Australia's public administration and South Australia Police.
Discrimination, sexual harassment, or victimisation
The Commissioner for Equal Opportunity can receive complaints about discrimination, sexual harassment, or victimisation under the Equal Opportunity Act 1984.
